Danielle Mitterrand a créé la fondation France Libertés en 1986. Cette fondation a pour vocation de répondre aux appels des femmes et des hommes démunis et opprimés, en lançant des actions de sensibilisation et en finançant des activités de terrain portées par les habitants eux-mêmes. Dès ses débuts, la fondation a soutenu de nombreuses luttes, dont celles des peuples tibétains et est-timorais, ainsi que la lutte contre l'apartheid en Afrique du Sud.
Danielle Mitterrand a joué un rôle déterminant dans les années 1990 pour que le peuple est-timorais puisse obtenir le droit à l'autodétermination. En 1994 elle avait notamment écrit pour une conférence internationale sur Timor se tenant aux Philippines : "The conflict between Indonesia and East Timor cannot be resolved by the violence (...). Only by negociation can a solution be found (...). Mankind is accountable to all of us, and every one of us is concerned when a call of distress is heard. (...) If we are capable of speaking out and saying what we know, thereby restoring the essential balance of information, we will mobilise world opinion so that effect be given to the condemnations pronounced by the UN General Assembly and Security Council, the Conference of unaligned States,the Interparliamentary Union, the European Parliament, the ACP/EEC Assembly, the UN Commission of Human Rights, the Council of Europe, the European Union, the Senate and Congress of the United States. For this to happen there must be an international demonstration of political will."
Après le référendum, Danielle Mitterrand s'est rendue à Timor-Leste, où elle a été accueillie en amie de la liberté et des droits de l'Homme.
